This paper views the resources and methods of financing the modern healthcare systems. Especially emphasized are social and private health insurance schemes, as well as the health insurance based on increased personal responsibility – Singapore model. Taking into con-sideration the specific situation in Bulgaria, this paper presents some methods for improving the financing of Bulgarian healthcare system.

This paper lines down some challenges for Bulgarian technical universities in the light of the Lisbon strategy, the strategy "Europe 2020" and the National Strategy for the Development of Research (2009-2019). An attempt was made to outline the tendencies of the partnership forms in the field of scientific and technological developments. On this base are indicated guidelines for research in the sphere of the partnership with technical universities.
